In big cities like Mumbai the cost of pre-primary schooling costs range from Rs. 18,000 to Rs. 2 lacs. These are no absolute figures. The costs vary widely among cities. In smaller towns it may be less, but relatively high. Cost can vary widely between institutions, in the same city, as there are no norms.
Rates have been increasing for several years now. It will go on increasing in future too.
Unaccounted donations in the names of building fund and other funds is another story.
Parents with enough funds are willing to give the best possible education to their children. Knowing this demand, the supply of schools with such facilities are started. They are flourishing as expected.
No laws or regulations will work here. Those in positions of power will not be interested in enforcing such laws as their children are involved.
Nothing is going to change.
“Equal opportunities” is a myth in democracy. More class distinctions are created in this process. Education is a great divisive force.
As for the middle and lower classes they will find schools to suit their budgets. They will find their level.
Problems like this cannot be solved in isolation. Our democracy has to be refined in many ways.
